Metal Mayhem – Tracked Vehicles on Public Roads!
7 May 2025:
This is the second instalment into our investigations into Severn Trent’s operations in Crowle, North Lincolnshire, since they closed off Windsor Lane and diverted traffic through Windsor Crescent, earlier this year.
In this chapter, we are looking into the why contractors’ diggers with muddy, metal tracks are allowed on public roads, with no registration plates - breaching the 1980 Highways Act.
Under UK law, tracked vehicles (including excavators) operating on public roads must meet minimum road safety requirements — including proper registration, insurance, and potentially special permits if they’re not rubber-tracked. Metal tracks can damage tarmac and pose safety risks.
25 April 2025 - Windsor Lane:
A digger with metal tracks. Yes - it’s fenced off, but that doesn’t make it a private road.
I’ve confirmed that the stretch of road in question is a public highway, not a private one.
Note, the ‘Footway Closed’ sign - despite assurances from Severn Trent Waters’ newsletters to the contrary - that pavements will be accessible at all times.
15 April 2025:
A digger making its way along Windsor Crescent, making it difficult for traffic, which has been diverted down this road since Windsor Lane and part of Windsor Road has been closed off by Severn Trent Water.
Note the man in hi-vis walking in the road some way in front. Is he meant to be escorting the digger? If so, then why isn’t he checking behind him on it’s progress?
Also note - no registration plates.
30 April 2025:
Another digger (or is it the same one?) with no registration plates, and what appears to be muddy, metal tracks, making its way along Windsor Crescent, narrowly avoiding a collision with an overtaking vehicle.
02 May 2025:
The digger returns - this time followed by a dumper truck with muddy tyres.
Both vehicles taking up almost the full width of the road.
3 May 2025:
Another trip out for the digger. Making all the houses shake as it passes by.
The road is starting to get very muddy in parts.
6 May 2025:
The contractors’ lorries & diggers & dumper truck are starting to damage the kerbs and grass verges. Note the squashed & battered traffic cones, and the mud building up by the kerb side.
7 May 2025:
A digger with metal tracks is being driven along Windsor Crescent, to the junction with Windsor Road. The noise of the squealing tracks rumbling along the road is almost deafening - you can hear it coming from half-a-mile away. It shook the houses when it went past, having to swerve to avoid on-coming traffic.
This was around 8:20am, when people are driving to work and kids are on their way to school - all of them trying to avoid this machine!

❗ Why This Matters
– Metal-tracked diggers on public roads may violate highway safety regulations.
– They generate severe vibration and noise.
– They pose a potential hazard to residents, especially children walking to school.
– If damage to the road or homes occurs, who is liable?

I saw a documentary about a digger that turned into a robot and had robot fights with other machines. This happened in America. Los Angeles in fact. I hope this machine doesn’t have a mind of its own.
